Alabama is home to approximately 385,000 veterans β one of the highest concentrations per capita in the Southeast β with major installations including Redstone Arsenal in Huntsville (the Army’s missile and rocket center), Fort Novosel in Daleville (formerly Fort Rucker, the Army’s aviation center), Maxwell-Gunter Air Force Base in Montgomery, and Fort Mitchell near Phenix City.
Alabama’s veteran benefit system has several features that most guides overlook entirely: DV plate registration fee exemption starts at just 10% SC β among the lowest thresholds in the country; a unique “any plate” rule that lets eligible veterans apply their registration fee exemption to virtually any plate category they qualify for β not just the DV plate; a VA-purchased vehicle gets both registration AND ad valorem tax waived β a complete exemption that most veterans never claim; the GI Dependent Scholarship pays $250β$400 per credit hour starting at 40% SC disability; Purple Heart recipients get free tuition at all Alabama state public colleges; free state park entry for ALL honorably discharged veterans regardless of disability; lifetime discounted hunting/fishing licenses starting at 20% SC; and a property tax exemption for 100% P&T that covers home plus up to 160 acres.
This guide covers every benefit, every rejection scenario, and every trap Alabama veterans fall into.

Key Insight: Alabama offers one of the most accessible entry points (10% disability for DV plates) combined with powerful long-term benefits like full property tax exemption, free college programs, and tax-free military retirement. The ability to apply benefits to any plate design and the generous education programs make it especially attractive for veterans with families.

The Three-Tier DV Plate System β Starting at 10%
Alabama’s DV plate program starts at a lower threshold than any surrounding state. The three-tier system works as follows:
Tier 1: 10β50% SC Disability
The Alabama Disabled Veteran license plate is available for veterans who meet one of the following eligibility requirements: 10% to 50% service-connected disability rating from the VA β the first license plate is exempt from registration fees; subsequent license plates require payment of all applicable registration fees and license plate issuance fees. Air Force Benefits
What this means: A veteran with 10% SC gets their first DV plate with no registration fee. Ad valorem (property) tax on the vehicle is NOT exempt at this tier β only the registration fee is waived. One free plate only; additional plates pay full fees.
Annual value of the registration fee exemption: Alabama’s standard vehicle registration fee ranges from $20β$60 for passenger cars depending on weight. At 10% SC, saving the registration fee amounts to $20β$60/year β modest but real, and automatic for as long as the veteran holds the rating.
Tier 2: 51%+ SC Disability or Special Mechanical Controls
Veterans with 51% or higher service-connected disability rating from the VA, or whose vehicle has special mechanical control devices β the first license plate is exempt from registration fees; annual fee of $5 for subsequent plates (may be used on pleasure vehicles greater than 12,000 lbs.).
At 51%+, veterans can get multiple DV plates across multiple vehicles for just $5/year each. The 12,000 lb. GVW restriction that applies to lower tiers is lifted β RVs and heavier trucks can carry the plate.
Ad valorem tax: Still not exempt at this tier. Veterans at 51β99% SC pay vehicle ad valorem tax normally.
Tier 3: VA-Purchased Vehicle (Complete Exemption)
Vehicles all or partly paid for by U.S. Department of Veteran Affairs: All license plates are exempt from registration fees and ad valorem taxes (Section 40-12-254).
This is Alabama’s most complete vehicle benefit β registration fees AND ad valorem (property) tax both eliminated. A veteran whose vehicle was funded through the VA automobile grant (VA Form 21-4502) receives full exemption on all license plates regardless of disability percentage.
Ad valorem tax on vehicles in Alabama: Alabama assesses vehicle ad valorem tax based on a percentage of the vehicle’s value, collected at registration. On a $35,000 truck in Jefferson County (Birmingham area), ad valorem runs approximately $350β$600/year. Eliminating it with a VA-purchased vehicle saves substantial money annually, not just a one-time registration fee.
The “Any Plate” Rule β Alabama’s Most Underused Benefit
This is the single most overlooked provision in Alabama’s veteran vehicle benefit system, and it exists in the actual statutory code.
In lieu of applying the registration fee exemption to the disabled veteran license plate category provided for in this subdivision, the exemption may be applied to any license plate category in which the disabled veteran qualifies to obtain a license plate. Any additional fee required for a plate from a distinctive or personalized license plate category shall still be required in order to obtain the plate. Justia
What this means in practice:
A 30% SC veteran who is also a Vietnam veteran, Purple Heart recipient, or Army retiree qualifies for multiple plate types. Instead of being forced to display the “Disabled Veteran” plate to claim the registration fee exemption, they can apply that exemption to the Vietnam Veteran plate, the Army Retired plate, or any other plate they qualify for β and still get the registration fee waived.
How the βAny Plateβ Rule Works β Practical Examples
Real-world scenarios showing how Alabamaβs unique βany plateβ rule applies.
| Veteranβs Qualifications | Without “Any Plate” Rule | With “Any Plate” Rule |
|---|---|---|
| 20% SC + Vietnam Veteran | Pay registration fee on Vietnam Vet plate OR switch to DV plate | Vietnam Vet plate with registration fee waived |
| 40% SC + Purple Heart | Pay registration fee on Purple Heart plate OR switch to DV plate | Purple Heart plate with registration fee waived |
| 60% SC + Army Retiree | Pay registration fee on Army Retired plate OR switch to DV plate | Army Retired plate with registration fee waived |
| 15% SC + Alabama Resident | Only DV plate qualifies for exemption | Any qualifying plate with registration exemption applied |
Important Fee Detail
The βany plateβ rule waives the base registration fee only. If a specialty plate includes an additional fee (typically $5β$25), that portion is still required.
Key Restrictions
β’ DV plates are not transferable between vehicles β they remain tied to the original vehicle
β’ Veterans do NOT need a DV plate to claim the exemption
β’ Registration fee benefits can be applied to any eligible plate design
ISA Disability Parking Decal β Separate Application for All DV Plates
Disability parking access is available for all military and Veteran license plates except the Active Reserve and the Alabama State Defense Force license plates.
Important: The ISA wheelchair symbol is NOT automatically printed on Alabama DV plates. Veterans who qualify for disability parking access must separately apply for the ISA decal using the Alabama Department of Revenue’s Application for Disability Access Parking Credentials.
This means a veteran who qualifies for disability parking access β and used the “any plate” rule to get a Vietnam Veteran plate β can still add the ISA decal to that plate. The decal process is separate from the plate application.
Apply for the disability parking decal at your Alabama Department of Revenue Vehicle Licensing Office, or contact your nearest ADVA County Veterans Service Office.
Property Tax Exemption β 100% P&T + VA Housing Grant
Alabama’s property tax system for veterans operates on two separate tracks:
Track 1: 100% P&T Veterans (Home + 160 Acres)
Any Alabama resident is exempt from ad valorem taxes on their home and adjacent 160 acres of land if they are permanently and totally disabled OR 65 years of age or older. VA Disability Group
Alabama’s property tax exemption for 100% P&T veterans covers the home AND up to 160 adjacent acres β one of the largest acreage allowances of any state in the country. Most states exempt the home on a fixed lot size (Texas: no acreage cap but primary residence only; South Carolina: 5 acres; Tennessee: primary residence). Alabama’s 160 acres is exceptional for rural veterans, farmers, and those with larger properties.
Income limit: The veteran must have a net annual income of $12,000 or less. VA Claims Insider
This income cap is a critical detail that most guides omit. Alabama’s full property tax exemption for P&T veterans is income-tested at $12,000 net annual income β excluding VA disability compensation, which does not count as income for this purpose. A veteran with $11,000 in military retirement and $47,000 in VA compensation has net income of $11,000 for this calculation β qualifying for the exemption. A veteran with $15,000 in military retirement (only) would not qualify.
Annual Property Tax Savings by County (100% P&T Veterans)
Estimated annual savings based on average home values and effective property tax rates in key Alabama counties.
| County | Avg. Home Value | Effective Tax Rate | Annual Savings |
|---|---|---|---|
| Madison County (Huntsville / Redstone) | $280,000 | ~0.40% | ~$1,120/year |
| Jefferson County (Birmingham) | $220,000 | ~0.55% | ~$1,210/year |
| Montgomery County | $160,000 | ~0.45% | ~$720/year |
| Dale County (Fort Novosel) | $140,000 | ~0.35% | ~$490/year |
| Mobile County | $175,000 | ~0.42% | ~$735/year |
Key Insight: Even though Alabama has relatively low property tax rates, the full exemption for 100% P&T veterans still delivers meaningful savings β especially in higher-value areas like Huntsville and Birmingham. Over time, this adds up to tens of thousands in lifetime savings.
Track 2: VA Specially Adapted Housing β No Income Limit, No Disability % Required
Homes acquired through a VA Specially Adapted Housing Grant are entirely exempt from property taxes, regardless of value.
This is a separate, more powerful exemption. A veteran who received a VA Specially Adapted Housing (SAH) grant to build or modify their home pays zero property taxes β regardless of income level, regardless of disability percentage beyond what qualified for SAH. No income cap applies. No acre limit specified.
Apply at your county revenue commissioner’s office. Bring VA SAH grant documentation.
Military Retirement Pay β Fully Exempt, No Cap
Military retired pay is exempt from Alabama income tax.
Alabama’s top income tax rate is 5%. For a veteran receiving $42,000 in military retirement annually, full exemption saves approximately $2,100/year compared to paying full Alabama state income tax on that amount.
Also exempt: Combat zone pay, VA disability compensation, SBP payments, RCSBP annuities, and DIC payments to surviving spouses.
The Business License Discount β One of Alabama’s Most Unique Benefits
Disabled veterans with a 25% or greater physical disability (whether service-connected or not) can receive a discounted business license, paying no more than $25 in state, county, or city license fees.
The “whether SC or not” provision is important: This benefit applies to any disability of 25% or greater β not just service-connected. A veteran with 25% SC plus additional non-SC disabilities that collectively meet 25% may qualify. The standard business license in Alabama cities runs $100β$500+ annually. Paying only $25 represents $75β$475+ in annual savings for veterans who own a business or do freelance/contractor work.
Eligibility: The veteran must certify the disability from the VA. Apply at your county probate office or license commissioner.
State Parks β Free for ALL Honorably Discharged Veterans
Active duty and honorably discharged veterans who are residents of Alabama are granted free admission to state parks. Veterans must show proof of service using a military ID (active or retired), an Alabama driver’s license with the veteran designation, or a DD-214.
No disability rating required. Any honorably discharged Alabama resident veteran gets free admission to all Alabama state parks. This includes out-of-state and in-state veterans who are Alabama residents.
Alabama has 22 state parks covering over 45,000 acres β from Gulf Shores State Park on the Gulf of Mexico to DeSoto State Park in the Appalachian foothills near Fort Payne. Standard day-use entry runs $3β$5 per vehicle.
The driver’s license veteran designation enables this benefit without carrying a DD-214 every time. Add the “V” designation at any Alabama Law Enforcement Agency driver’s license office presenting your DD-214 β no charge for first-time applicants or renewals.
Lifetime Hunting and Fishing Licenses β Tiered by Disability
Alabama’s hunting and fishing program uses a tiered cost structure based on disability percentage and age β with benefits starting at just 20% SC.
Freshwater + Saltwater Fishing: 20%+ SC
Freshwater and Saltwater Fishing Licenses β Veterans must have a 20% or greater disability rating from the VA. Army
A lifetime freshwater fishing license for a non-disabled Alabama resident runs over $500. For 20%+ SC veterans, the cost is reduced based on age and disability. Apply at any Alabama Wildlife and Freshwater Fisheries District Office, Probate Office, or County License Commissioner’s Office.
Hunting License: 40%+ SC
Hunting License β Veterans who have a 40% or greater disability rating from the VA. Army
At 40%+ SC, veterans qualify for reduced-cost lifetime hunting licenses. At 50% SC, the cost drops to half of normal. At 100% SC, hunting licenses cost just $2 plus the issuance fee.
100% SC hunting license at $2: This is one of the lowest hunting license fees of any state for disabled veterans. Neighboring Georgia, Tennessee, and South Carolina require higher minimums or specific thresholds.
3-day group event fishing license: Groups can apply for a special 3-day fishing license for events, allowing up to 20 disabled participants and 20 assistants. Hill & Ponton For veteran organizations running fishing events, this $100 license covers up to 20 disabled veterans plus 20 assistants β approximately $2.50 per participant.
Lifetime license application: Available at Alabama Wildlife and Freshwater Fisheries District Offices, Probate Offices, and County License Commissioners. Bring VA disability rating certification.
GI Dependent Scholarship β $250β$400 Per Credit Hour at 40%+ SC
Alabama’s GI Dependent Scholarship Program is one of the most underused veteran education benefits in the state, starting at a threshold low enough for tens of thousands of veterans.
The scholarship will pay $250 per semester hour and up to $1,000 for textbooks and applicable fees for each semester. Schools may waive any overages of these charges at their discretion. Children and stepchildren of qualified veterans receive five standard academic years (10 semesters) of financial assistance.
Note on current rate: Some sources cite $400 per credit hour as a recent update β the scholarship will pay $400 per credit hour and up to $1,000 for textbooks and applicable fees for each semester. Air Force Benefits Verify the current rate with the Alabama Department of Veterans Affairs at (334) 242-5077, as the rate has been updated.
Who qualifies (veteran’s disability):
- 40%+ SC disability rating, OR
- Veteran who died from a service-connected condition, OR
- Veteran who is 100% P&T SC
- Veteran must have been honorably discharged after 90+ days of active duty (or fewer if SC discharge)
Who receives the benefit (dependents):
- Children and stepchildren β up to 5 academic years (10 semesters)
- Spouses or unremarried surviving spouses of 100% P&T β up to 5 years
- Spouses or unremarried surviving spouses of 40β90% SC β up to 3 years (6 semesters)
Age limits: Children must begin before age 26 (age 30 in limited circumstances). Stepchildren: veteran and stepchild’s parent must have been legally married before the child’s 19th birthday.
Annual value at $400/credit hour, 30 credit hours full-time: $400 Γ 30 = $12,000/year + up to $1,000 for books = $13,000/year per dependent
At University of Alabama (in-state tuition ~$11,860/year): The scholarship covers substantially all tuition costs.
Apply through: Alabama Department of Veterans Affairs G.I. Dependent Scholarship online portal at va.alabama.gov, or through your local County Veterans Service Office.
Purple Heart β Free Tuition at All Alabama Public Colleges
Veterans who received the Purple Heart can get their undergraduate tuition and fees waived at any public college or university in Alabama, including community and technical colleges. The tuition waiver covers up to 125% of the required credit hours for the degree or certificate. Hill & Ponton
The 125% provision means the veteran gets extra time/credit allowance beyond the standard graduation requirement β useful if they need to retake courses or change majors without losing the benefit.
Requirements: Purple Heart award documented on DD-214 or official award citation; current Alabama residency; must have been AL resident at time of the military service that led to the award.
Annual value: University of Alabama tuition + fees: approximately $11,860/year. Auburn University: approximately $11,796/year. Eliminates the full tuition and fee obligation.
Rejection Scenarios Specific to Alabama
Rejection #1 β “Any Plate” Rule Not Known β DV Plate Forced on Vietnam Veteran
A Vietnam veteran with 30% SC wants to display a Vietnam Veteran plate on his truck. He doesn’t want the “Disabled Veteran” label. The license office clerk tells him he has to take the DV plate to get the registration fee waived. He pays the full registration fee on the Vietnam Veteran plate unnecessarily.
Fix: In lieu of applying the registration fee exemption to the disabled veteran license plate category, the exemption may be applied to any license plate category in which the disabled veteran qualifies to obtain a license plate. Justia Tell the licensing clerk specifically that you want to apply your DV registration exemption to the Vietnam Veteran plate (or whichever plate you qualify for) under ALA. CODE Β§ 40-12-244. If the clerk is unfamiliar, politely cite the statute. The base registration fee is waived; any specialty surcharge for the Vietnam Veteran plate still applies.
Rejection #2 β Ad Valorem Tax Expected Waived at 10β50%
A veteran with 40% SC gets DV plates and stops paying his vehicle ad valorem tax, believing it is included in the exemption. He receives a delinquency notice.
Fix: At 10β50% SC, Alabama waives only the registration fee β NOT the ad valorem (property) tax on the vehicle. Ad valorem tax is a separate annual tax collected at renewal. Only the VA-purchased vehicle category eliminates ad valorem tax (Section 40-12-254). Pay the ad valorem tax at registration renewal; only the registration fee line item is exempt at your tier.
Rejection #3 β Property Tax Exemption Denied β Income Over $12,000
A 100% P&T veteran with $14,000 in military retirement pay applies for the full property tax exemption. The county revenue office denies it β his net income exceeds the $12,000 threshold.
Fix: VA disability compensation is excluded from income for this calculation. If the veteran has $14,000 in military retirement but the net income calculation (which typically excludes VA compensation) puts him under $12,000, he qualifies. However, if military retirement alone exceeds $12,000, he may not qualify for the standard property tax exemption. In that case, check whether the home was purchased with a VA Specially Adapted Housing grant β that exemption has no income cap. Also verify whether the county applies any local variations. Contact your county revenue commissioner for exact calculation methodology.
Rejection #4 β Lifetime Hunting License: 40% Required, Not 20%
A veteran with 25% SC goes to a probate office to buy a lifetime hunting license, believing their disability qualifies. They are told they don’t meet the threshold.
Fix: Alabama’s reduced-cost lifetime hunting license requires 40% SC disability β not 20%. The 20% threshold applies only to fishing licenses. At 25% SC, the veteran qualifies for discounted lifetime fishing but not hunting licenses. To qualify for hunting, the veteran needs 40%+ SC. At 50%, the cost drops to half; at 100% SC, hunting licenses cost $2 + issuance fee.
Rejection #5 β GI Dependent Scholarship Age β Applied After 26
A dependent child of a 50% SC veteran starts college at age 27, having taken several years between high school and college. They apply for the GI Dependent Scholarship and are told they are too old.
Fix: The standard age cutoff is 26, with limited exceptions up to 30. Applicants must be Alabama residents and have 6 years from the date of their application to use their semesters. Children must begin using the scholarship before age 26 (or age 30 in limited circumstances). Hill & Ponton The veteran and dependent should apply as early as possible β ideally before the child starts college β to lock in eligibility. Contact the ADVA at (334) 242-5077 to determine if the age-30 exception applies to the specific situation.
Rejection #6 β ISA Parking: DV Plate Without Decal Application
A veteran with 70% SC and a mobility disability gets DV plates. They park in an ISA space relying on their DV plate designation. They receive a ticket.
Fix: The Application for Disability Access Parking Credentials must be provided to obtain the disability access license plate decal. Air Force Benefits The ISA symbol is not automatically on the plate β a separate decal application is required. Complete the Application for Disability Access Parking Credentials at your Alabama Department of Revenue Vehicle Licensing Office or ADVA County VSO. Once the decal is applied, ISA parking is valid statewide.
Application Process β Step by Step

Alabama Veteran DMV-Specific Questions FAQs
Accurate, updated answers for DV plates, eligibility, parking rules, forms & 2026 changes
Q1: I have 10% SC disability. Does Alabama give me free DV plates?
Yes β Alabama waives the registration fee on your first DV plate at any SC disability rating of 10% or higher. The ad valorem (property) tax on the vehicle is still owed at 10β50% SC β only the registration fee line is exempt. Apply at your county Alabama Department of Revenue Vehicle Licensing Office with your VA disability certification and DD-214.
Q2: I don’t want a “Disabled Veteran” label on my plate. Can I still get the registration fee waived?
Yes β Alabama’s “any plate” rule allows you to apply your disabled veteran registration fee exemption to any plate category you qualify for. If you qualify for a Vietnam Veteran plate, Army Retired plate, Purple Heart plate, or any other plate type, you can get that plate with the registration fee waived instead of taking the DV plate. Tell your licensing clerk you want to apply your disabled veteran exemption under ALA. CODE Β§ 40-12-244 to your chosen plate. Any specialty surcharge for that plate type still applies.
Q3: My vehicle was partly paid for by the VA. What exactly is exempt?
Vehicles all or partly paid for by the U.S. Department of Veterans Affairs are exempt from all registration fees and ad valorem taxes. Alabama Department of Revenue This applies to vehicles purchased with a VA automobile grant (VA Form 21-4502). Both the registration fee AND the annual vehicle ad valorem tax are eliminated β all plates on that vehicle are covered. Apply at your county probate office or vehicle licensing office. This is the only Alabama vehicle benefit that includes ad valorem tax.
Q4: Does my 100% P&T status automatically give me a property tax exemption?
Not automatically β you must apply at your county revenue commissioner’s office, and income is tested. The veteran must have a net annual income of $12,000 or less. VA Claims Insider VA disability compensation is not counted as income for this test. If your only income is VA compensation plus military retirement under $12,000, you qualify. If your net income exceeds $12,000 (counting military retirement), you may not qualify for the standard exemption β but check whether a VA Specially Adapted Housing grant applies, which carries no income cap.
Q5: My disability is 25% SC. Can I get any hunting or fishing benefits?
At 25% SC, you qualify for the reduced-cost lifetime fishing license (freshwater and saltwater) β the fishing threshold is 20% SC. Hunting licenses require 40% SC, so at 25% you do not yet qualify for the hunting discount. You do qualify for the business license discount ($25 maximum for any state/county/city business license) and the disabled veteran registration fee exemption on your first plate. Apply for the lifetime fishing license at any Alabama Wildlife and Freshwater Fisheries District Office or Probate Office.
