Colorado Veteran DMV Benefits | Free DV Plates, Independence Pass & Benefits Guide

Colorado is home to more than 400,000 veterans — and with Fort Carson, Peterson Space Force Base, Schriever Space Force Base, Buckley Space Force Base, NORAD/NORTHCOM, and the Air Force Academy all in the state, it consistently ranks among the top states for active military and veteran population density. Colorado’s veteran benefit system had a landmark change in November 2024: voters approved Amendment G with 73% support, expanding the property tax exemption to include TDIU (Individual Unemployability) veterans starting in tax year 2025 — adding an estimated 3,700 more veterans to the program. Beyond this, Colorado has a two-tier DV plate system with important differences between standard and handicapped-access plates, an ownership tax exemption that does NOT require DV plates, a layered state parks system with multiple pathways to free access, a free lifetime hunting and fishing license at 60% SC, and the unique entire month of August free admission to all state parks for any veteran regardless of disability rating or residency.

This guide covers every benefit, every form, and every rejection scenario Colorado veterans actually face.

Key Insight: Colorado stands out with a 50%+ disability threshold for major vehicle benefits, making it one of the most accessible states for mid-rated veterans. The combination of ownership tax exemption, DV plates, and outdoor lifestyle perks creates strong overall value — especially for veterans who actively use parks, hunting, and transportation benefits.

Colorado’s Two-Tier DV Plate System — The Parking Confusion

Colorado has two separate DV plate types that look similar but work differently. This is where most Colorado veterans get confused at the DMV counter.

Tier 1 — Standard Disabled Veteran Plates: Disabled veterans may qualify for one free set of Disabled Veteran license plates upon submitting proof of qualifications: a completed DR 2002 form Military License Plate Application, and an eligibility letter from Veteran Affairs stating the veteran has a 50% or greater percentage of disability, and the disability is service connected, and the disability is permanent.

Standard DV plates give you free registration and ownership tax exemption — but do not include handicapped parking privileges. The ISA wheelchair symbol is not on standard DV plates.

Tier 2 — Disabled Veteran Persons with Disabilities Plates (Handicapped Access): To get ISA parking access attached to your DV plates, you need the Disabled Veteran Handicapped plate. To qualify for a Disabled Veteran Persons with Disabilities License Plate, the applicant must provide: a completed DR 2002 form Military License Plate Application, an eligibility letter from Veteran Affairs stating the veteran has a 50% or greater percentage of disability, and the disability is service connected, and the disability is permanent, plus physical impairment verified by a licensed physician. Larimer County

The physician certification requirement: Even if your VA rating is 90% SC, if your disability is psychiatric (PTSD, anxiety, TBI without mobility impairment) rather than a physical mobility condition, your physician must separately certify that you have a qualifying physical impairment for the parking privilege component. This is the same standard used for standard Colorado disability parking placards.

What the ownership tax exemption covers: One vehicle registered with a disabled veteran plate is exempt from registration and ownership taxes. This applies to passenger cars, trucks that do not exceed 16,000 pounds empty weight, motorcycles, motor homes, and recreational vehicles. Hill & Ponton

Colorado’s specific ownership tax (SOT) is Colorado’s version of an annual vehicle property tax — calculated as a percentage of the vehicle’s value. On a new $55,000 pickup truck in Colorado, the first-year specific ownership tax can reach $600–$900. This is waived permanently on the DV-plated vehicle.

The “no DV plates needed” exemption: Colorado law clarifies that veterans who meet the disability criteria do not necessarily need DV plates to be exempt from the ownership tax and registration fees. The bill clarifies that veterans with qualifying disabilities do not need to obtain a disabled veteran license plate to be exempt from paying vehicle ownership tax and registration fees. BillTrack50 Veterans with 50%+ permanent SC disability who prefer other plate types (branch-specific plates, Purple Heart, etc.) can still claim the ownership tax exemption at the county motor vehicle office with their eligibility documentation.

Amendment G — The 2025 Property Tax Expansion Every TDIU Veteran Must Know

This is the most important change to Colorado veteran benefits in a decade, and many guides have not yet updated to reflect it.

Colorado voters overwhelmingly approved a constitutional amendment to extend a residential property tax break to thousands more disabled veterans. Under the amendment, military veterans considered unemployable due to their disabilities will qualify for the state homestead exemption starting in the 2025 property tax year, for taxes paid in 2026. The Colorado Sun

Before Amendment G (through 2024): Only veterans with a 100% permanently and totally disabled rating from the VA qualified. TDIU veterans — rated at less than 100% individually but deemed unemployable — were excluded even though they receive the same federal compensation as 100% P&T veterans.

After Amendment G (2025 tax year, paid 2026 and ongoing): The amendment expanded the property tax exemption for veterans with a disability to veterans with individual unemployability status beginning in 2025. Ballotpedia

Who is TDIU? In most cases, to have individual unemployability status, a veteran must be unable to keep substantially gainful employment because the veteran either has at least one service-connected disability rated at 60% or more disabling, or has two or more service-connected disabilities with at least one disability rated as 40% or more disabling and a combined rating of 70% or more disabling, as determined by the VA. Colorado

What the exemption provides: 50% of the first $200,000 of the actual value of your primary residence is exempt from property taxes. For a home valued at $400,000, taxes are calculated as if the home is worth $300,000. Nearly 300,000 households claim the homestead exemption. It exempts 50% of up to $200,000 of a home’s value from taxation, cutting an average of $590 off the tax bill for the median home.

Annual Savings by County (Homes $200,000+ Value)

Estimated yearly property tax savings based on a $100,000 exempt home value under Colorado’s veteran exemption rules.

CountyEffective Tax RateAnnual Savings on $100K Exempt Value
El Paso County (Colorado Springs)~0.55%~$550/year
Arapahoe County (Aurora / Denver suburb)~0.58%~$580/year
Jefferson County (Denver suburb)~0.52%~$520/year
Adams County (Buckley area)~0.65%~$650/year
Larimer County (Fort Collins)~0.50%~$500/year
Pueblo County~0.68%~$680/year
Fremont County (Florence veterans home)~0.52%~$520/year

Key Insight: Colorado’s property tax rates are relatively low compared to many states, which means savings per $100K exemption are moderate. However, counties like Pueblo and Adams offer the highest relative savings, while Larimer and Jefferson remain more tax-efficient overall.

How to apply: Applicants who qualify must apply to their local county assessor’s office between January 1 and July 1 of the year they qualify. Once granted, applicants are not required to reapply from the same address unless their VA status changes. Army

Required documents: VA letter confirming 100% P&T or TDIU status, proof of Colorado residency, deed or evidence of homeownership. Apply between January 1 and July 1 each year — missing this window means waiting until the following year.

Colorado’s Layered State Parks System — Multiple Pathways

Colorado has the most layered veteran state parks benefit structure in the Mountain West. There are four separate pathways to free or reduced park access — and knowing which one applies to you prevents paying fees you don’t owe.

Pathway 1 — DV or Purple Heart Plates: Year-Round Free Entry

Colorado residents with current Colorado Disabled Veterans or Purple Heart license plates may access Colorado State Parks free without a pass on the windshield. The veteran must be present in the vehicle. Colorado Parks and Wildlife

This is automatic — no application, no annual renewal. Just present at the park gate with your DV or Purple Heart plates on the vehicle. Applies year-round to all 42 Colorado state parks.

The veteran-must-be-present rule: Unlike some states, Colorado requires the plate owner to physically be in the vehicle. A spouse or family member driving the DV-plated vehicle without the veteran cannot use this benefit.

Pathway 2 — Independence Pass: Free Annual Pass (Transferable)

The Independence Pass provides unlimited access to all Colorado state parks for Colorado resident veterans with service-connected disabilities and for Purple Heart Award recipients. The pass can transfer between vehicles, allowing the Independence Pass holder and others in the same vehicle to enter the park.

Advantage over DV plates for parks: The Independence Pass is a windshield placard — it can go in any vehicle, not just the one with DV plates. A veteran who takes multiple vehicles, rents vehicles, or travels with family in different cars benefits from the pass over relying on plate-based access.

Who qualifies: 50% or greater combined service-connected disability, or loss of use of one or both hands, or loss of use of one or both feet, or loss or impairment of sight in both eyes. Purple Heart recipients also qualify.

Camping discount add-on: Independence Pass holders 64 years of age or older will receive a $3 camping discount per night Sunday through Thursday.

How to apply: Complete the Veteran’s License and Pass Application (PDF) from CPW website. Bring VA disability letter. Allow 15 business days for processing.

Pathway 3 — Free August Admission: Every Veteran, Every State

All active-duty members and veterans are admitted free to Colorado state parks during the entire month of August. Obtain a free pass from any state park or CPW office by showing proof of military service. Usmilitary

This benefit has no Colorado residency requirement, no disability rating requirement, and no application process — any veteran with a DD-214 or VA ID card can walk into any Colorado state park in August and get in free. For non-Colorado veterans visiting the state, this is significant.

Pathway 4 — Veterans Day Free Admission

Any veteran or active-duty member gets free park admission on November 11. Show DD-214 or military photo ID at the gate.

Free Lifetime Hunting and Fishing License — The 60% Threshold

Veteran residents with a disability rating of 60% or more are provided with a free, lifetime combination small-game hunting and fishing license. VETERANS VALOR

What it covers: Small game hunting + fishing combination. This is a permanent license — no annual renewal, no annual re-certification.

What it does NOT cover: Big game licenses (deer, elk, pronghorn, bear, mountain lion) — these require separate licenses obtained through the draw process. Colorado’s draw system is competitive, particularly for elk and deer. The veteran license covers the base combination; draw tags are purchased separately.

Purple Heart recipients also qualify for the free lifetime combo license regardless of disability rating.

Hunter safety requirement: Any person born on or after January 1st, 1949, must have completed a hunter’s safety course before applying for the VA Combo License. VA Disability Group

Wounded Warrior free big game tags: Colorado Parks and Wildlife sets aside 100 female and 100 male licenses each for deer, elk, and pronghorn for qualified Wounded Warrior or Safe Harbor program members who are Colorado residents or stationed in Colorado, returning from post-9/11 overseas operations, and assigned to a military medical treatment facility.

Free fishing for VA hospital patients: Any permanently and totally disabled veteran who is a Colorado resident patient at a VA medical facility receives a free fishing license for the duration of their stay.

How to apply: Submit the Veteran’s License and Pass Application (PDF) from CPW with VA disability letter to Colorado Parks and Wildlife. Applications can be submitted electronically through your CPW account, by mail, or in person at a CPW regional office.

Military Retirement Pay Tax Subtraction

Colorado taxes military retirement pay but provides age-based subtractions that significantly reduce taxable income.

AgeRetirement Pay SubtractionEstimated Tax Savings (4.4% CO Rate)
Under 55Up to $15,000/year~$660/year
55–64Up to $20,000/year~$880/year
65 and OlderUp to $24,000/year~$1,056/year

Important: Survivor Benefit Plan (SBP) payments and Dependency and Indemnity Compensation (DIC) are fully exempt from Colorado state income tax. VA disability compensation is also federally exempt and not subject to state taxation — making it one of the most tax-efficient income sources for veterans.

Active duty OCONUS exemption: Military pay received by Colorado residents stationed outside the U.S. for at least 305 days is exempt from Colorado state income tax. An accompanying spouse who also spends at least 305 days outside the U.S. is similarly exempt.

RTD Denver Reduced Fares — Metro Denver Transit Benefit

Veterans with 50% or greater service-connected disability living in the Denver metro area qualify for reduced fares on the Regional Transportation District (RTD), which operates light rail, commuter rail (A Line, B Line, W Line), and bus service throughout the Denver-Boulder metro area.

Contact the Special Discount Office: 303-299-2667. VA Disability Group

Annual savings for a regular RTD commuter vary from approximately $200–$600 depending on usage. Apply at RTD’s Special Discount Office with VA disability documentation.

Colorado’s 40 Military and Veteran License Plates

Colorado offers 40 distinctive license plate designs for service members, veterans, and family members — one of the largest selections in the Mountain West. Veteran plates can be used on passenger cars, pickup trucks under 16,000 pounds (empty), motorcycles, noncommercial recreation vehicles, and motor homes. Trailers and commercial vehicles are not eligible.

Fee-exempt plates (one set free):

  • Disabled Veteran plates (50%+ SC)
  • Purple Heart plates
  • Medal of Honor plates
  • Former Prisoner of War plates

All other veteran plates: One-time $50 fee for the first set (in addition to standard registration fees and ownership taxes). Additional sets of even fee-exempt plates: one-time $50 fee.

Personalization: Available on most veteran plates for an additional fee. Exception: some specialty awards plates cannot be personalized.

Application: All Colorado military and veteran plates use Form DR 2002 (Military License Plate Application). Apply at any county DMV office, by mail to the Colorado Department of Revenue Vehicle Services Section P.O. Box 173350 Denver, CO 80217-3350, or by email to dor_countyinventorysupport@state.co.us.

Rejection Scenarios Specific to Colorado

Rejection #1 — Getting Standard DV Plates and Expecting Parking

A veteran with 70% SC gets Colorado DV plates. They assume the plates include handicapped parking privileges and park in an accessible space at a grocery store. They receive a ticket — Colorado standard DV plates do not include ISA parking.

Fix: Apply for the Disabled Veteran Persons with Disabilities plate. This requires your standard DV plate documentation PLUS physician certification of a qualifying physical mobility impairment. Your VA doctor can provide this certification. Submit both documents together on Form DR 2002 at your county DMV.

Rejection #2 — TDIU Veteran Didn’t Know They Now Qualify for Property Tax Exemption

A TDIU veteran with a 70% combined rating (rated unemployable by VA) paid property taxes through 2024 without claiming the exemption because they were told they needed 100% P&T. Amendment G changed this starting with tax year 2025.

Fix: Apply to your county assessor’s office between January 1 and July 1, 2026 for the 2026 tax year. Bring your VA TDIU award letter. The exemption applies retroactively to tax year 2025 — you may be able to get a refund or credit for 2025 taxes paid. Contact your county assessor specifically about the Amendment G timeline.

Rejection #3 — Trying to Use August Free Parks Pass in September

A veteran from Kansas visits Rocky Mountain National Park in early September, expecting the August free admission. State parks admission is not free outside of August (unless the veteran has a DV plate or Independence Pass).

Fix: The August free admission is for the calendar month of August only. Outside of August, a non-Colorado-resident veteran needs a standard park pass. Colorado resident veterans with DV plates or the Independence Pass have year-round free admission. Veterans Day (November 11) is also free for all veterans.

Rejection #4 — Applying for Ownership Tax Exemption Without Understanding It Covers the Ownership Tax, Not Sales Tax

A veteran buys a new $48,000 truck and expects not to pay sales tax at the dealership because they have DV plates. Colorado’s DV plate benefit does not waive sales tax — it waives the annual specific ownership tax (a recurring annual charge) and registration fees.

Fix: Colorado does not provide a vehicle sales tax exemption for disabled veterans (unlike Tennessee). The DV plate exemption saves you $400–$900 per year on the annual ownership tax and registration. The initial purchase price and sales tax are paid normally. If you received a VA automobile grant (Title 38), additional federal exemptions may apply — consult your VA regional office.

Rejection #5 — Free Lifetime Hunting License Rejected for Hunter Safety

A veteran born in 1962 applies for the free lifetime small game and fishing combo license with their 65% SC VA letter. Application rejected — they have never completed a Colorado hunter safety course.

Fix: Any person born on or after January 1, 1949, must have completed a hunter’s safety course before applying for the VA Combo License. VA Disability Group Complete the Colorado hunter education course (available online + field day through CPW), then reapply. The course typically takes 8–12 hours and costs $10 for the online component.

Rejection #6 — Missing the July 1 Property Tax Deadline

A veteran qualifies for the Amendment G TDIU exemption and applies to the county assessor in August 2026. The assessor cannot apply the exemption to 2026 taxes because the application period closed July 1.

Fix: Applications must be submitted between January 1 and July 1 of the year in which you want the exemption applied. Missing this window means waiting until the following January. Mark your calendar: apply every January if you move to a new property, or once the first time at your current address (once granted, you do not need to reapply annually from the same address).

Colorado Veteran DMV-Specific Questions FAQs

Accurate, updated answers for DV plates, eligibility, parking rules, forms & 2026 changes

Q1: I have a 70% combined rating but not 100%. Do I get DV plates in Colorado?

+

Yes — Colorado’s DV plate threshold starts at 50% permanent service-connected disability, not 100%. Bring a VA eligibility letter confirming your rating is 50%+, service-connected, and permanent to your county DMV with Form DR 2002. Your 70% combined rating fully qualifies. The ownership tax waiver and free registration apply to one vehicle.

Q2: Do Colorado DV plates include handicapped parking?

+

Standard Colorado DV plates do not include ISA parking privileges — this is a two-step process in Colorado. To get parking access with your DV plates, you must apply for the Disabled Veteran Persons with Disabilities plate, which requires both your VA disability documentation AND physician certification of a qualifying physical mobility impairment. Submit both sets of documentation together on Form DR 2002.

Q3: What did Amendment G change for Colorado veterans?

+

Amendment G expanded the property tax exemption for veterans with a disability to veterans with individual unemployability status beginning in 2025. Ballotpedia Previously, only veterans rated 100% permanently and totally disabled qualified. Now, TDIU veterans — those deemed unable to maintain substantially gainful employment due to service-connected disabilities — also qualify for the 50% exemption on the first $200,000 of home value. Apply at your county assessor’s office between January 1 and July 1.

Q4: Can I get free Colorado state parks access if I’m just visiting from another state?

+

Yes — but only during August. All active-duty members and veterans are admitted free to Colorado state parks during the entire month of August. Obtain a free pass from any state park or CPW office by showing proof of military service. Usmilitary There is no residency requirement for August free admission. Outside of August, free access requires Colorado residency plus DV plates or an Independence Pass.

Q5: I have TDIU. Do I need to reapply for the property tax exemption every year?

+

Once granted, applicants are not required to reapply from the same address unless their VA status changes. Army Apply once at your current Colorado address. If you move, you must reapply at the new address between January 1 and July 1. If your TDIU status changes, you must notify your county assessor.

Q6: I want the free lifetime hunting license but hunt big game. Does the veteran license cover elk?

+

No. The free lifetime combo license covers small game and fishing only. Big game tags (deer, elk, pronghorn, bear, mountain lion) require separate licenses obtained through Colorado’s draw process. Enter the big game draw each January through the CPW website — draw applications are free. Colorado veteran license holders may apply for Wounded Warrior free tags if they qualify.
