The DV Plate System β Two Free Vehicles, One Category Rule, Mail-Only
New Mexico’s disabled veteran plate system has a uniquely generous two-vehicle provision β but a strict “one category” rule that catches veterans who try to claim multiple free plate types.
The Two-Vehicle Provision
Disabled Veterans who have a 50% or more service-connected disability rating are eligible for free New Mexico Disabled Veteran license plates for up to two vehicles. This license plate is also available for motorcycles.
At 50%+ SC, New Mexico veterans get two free DV plates β one on each of two vehicles. Motorcycles qualify. Standard New Mexico vehicle registration fees run $27β$62 per year per vehicle β two vehicles saves $54β$124/year in registration fees alone, every year.
The One-Category-Only Rule
Applicants who qualify for more than one category of these free Military Service special plates are entitled by law to receive ONLY ONE category of these plates. For example, if you are qualified to receive both the Medal of Honor and the Disabled Veteran plates, you may select the one of your choice, but NOT both of them. However, you may apply for two plates of the same category for two vehicles you own.
What this means in practice:
A Purple Heart recipient with 50%+ SC disability qualifies for BOTH Purple Heart plates AND Disabled Veteran plates. They can receive two free plates β but both must be from the same category. They cannot get one DV plate on vehicle 1 and one Purple Heart plate on vehicle 2 for free.
However: Any person who is qualified to receive one of the free Military Service special plates may also purchase the Armed Forces Veteran plate for use on other vehicles they own.
So a veteran with 3 vehicles could have: 2 Disabled Veteran plates (free) + 1 Armed Forces Veteran plate ($17 one-time fee). Or 2 Purple Heart plates (free) + 1 Armed Forces Veteran plate.
ISA Wheelchair Symbol β Separate Certification Required
A disabled Veteran who qualifies for the New Mexico Disabled Person license plates may choose to have the disability wheelchair symbol displayed on their disabled Veteran license plate.
To receive the Disabled Veteran plate with the wheelchair symbol must provide proof that they meet the requirements of Section 66-3-16 NMSA 1978 for issuance of special plates to individuals with significant mobility limitations.
The ISA symbol is an option β not automatic. To add it, the veteran must separately certify a qualifying mobility disability (Section 66-3-16 requirements) in addition to the 50%+ SC rating. This requires a medical professional’s certification of the mobility limitation β not just a VA disability letter.

The 2/3 Vehicle Registration Fee Reduction β Hidden Benefit
Veterans who qualify for a veteran exemption but cannot claim the full property tax exemption may be eligible to pay motor vehicle registration fees at two-thirds of the standard rates on vehicles the veteran owns.
Who this helps: Veterans with any property tax exemption certificate β including the standard $10,000 wartime veteran exemption β can apply their certificate toward vehicle registration and pay only 2/3 of standard registration fees. This is separate from the free DV plates at 50%+ SC.
For a veteran with the standard $10,000 exemption who does not have 50%+ SC: a $60/year registration becomes $40/year β saving $20/year per vehicle. It’s modest but real, and the benefit is available through the MVD when the veteran presents their NMDVS-issued certificate.
Motor Vehicle Excise Tax Exemption β Specific Limb Loss Only
New Mexico provides an exemption from the Motor Vehicle Excise Tax for certain New Mexico residents who served and suffered severe service-related loss-of-use injuries. This is not a general 100% benefit. It is reserved for specific, permanent impairments: the loss or complete and total loss of use of one or both legs at or above the ankle, or one or both arms at or above the wrist. Veterans must provide additional medical certification that specifically confirms the qualifying loss-of-use condition for the excise tax waiver.
What the excise tax is: New Mexico charges an excise tax of 4% on vehicle purchases. On a $40,000 vehicle: $1,600 excise tax. On a $50,000 truck: $2,000. This exemption eliminates that tax entirely for qualifying veterans.
The narrow qualification: Loss of one or both legs at or above the ankle, OR loss of one or both arms at or above the wrist β specifically loss of the limb itself OR complete loss of use. A veteran with 100% SC for a knee condition does not qualify unless they have complete loss of use at or above the ankle level. Standard disability ratings for limb conditions generally do not constitute “complete loss of use” β this requires specific medical certification beyond the VA rating.

The 2026 Property Tax System β New Mexico’s Most Important 2026 Change

New Mexico’s 2026 property tax system for veterans has three separate layers β and all three can potentially stack. Most guides in 2026 are still describing the old system. Here is exactly what applies from January 1, 2026 forward.
Layer 1 β Universal Veteran Exemption: $10,000 (Increased from $4,000)
The standard Veteran property tax exemption was increased from $4,000 to $10,000 and the exemption will increase automatically and annually based on the rate of inflation.
Who qualifies: Any honorably discharged veteran of the U.S. Armed Forces who served 90+ days with New Mexico residency β regardless of disability rating. Zero disability required.
How it works: $10,000 is deducted from the assessed value of the property. New Mexico assesses property at approximately 33% of market value. A $300,000 home has an assessed value of approximately $99,000. After the $10,000 deduction, taxes are calculated on $89,000.
Inflation adjustment: For tax year 2026 and subsequent tax years, the amount of exemption shall be adjusted to account for inflation. The $10,000 will grow with inflation β unlike Oklahoma’s fixed dollar amounts or Indiana’s static deductions.
Annual savings examples (Bernalillo County β Albuquerque, ~1.18% effective rate): $10,000 Γ 1.18% = $118/year saved. In Santa Fe County (~0.70%): $70/year. Modest but permanent and growing.
Layer 2 β NEW 2026: Proportional Disabled Veteran Exemption
Following voter approval of Constitutional Amendment 1 in November 2024, New Mexico now offers a proportional property tax exemption for all veterans with service-connected disability ratings from 10% to 100%, effective for the 2026 tax year. A veteran’s exemption is calculated in proportion to their disability rating: 70% disability rating = 70% property tax reduction on primary residence; 80% disability rating = 80% property tax reduction; 50% disability rating = 50% property tax reduction.
This is the most significant new benefit: Before 2026, only 100% SC veterans got a full exemption. Veterans at 10β99% SC got only the standard $10,000 wartime deduction. Starting 2026, every percentage of SC disability translates directly into property tax relief.

Layer 3 β 100% SC: Full Exemption (No Cap, No Income Limit, Temp Ratings Qualify)
If you’re rated 100% by the VA, your primary residence is completely exempt from property taxes. There’s no income limit, no cap on home value, and no requirement that your disability be permanent and total (P&T) β temporary 100% ratings qualify too. Whether your house is worth $200,000 or $500,000, you pay zero property tax.
The temporary rating provision is significant and rare. Most states require permanent and total (P&T) designation. New Mexico’s full exemption applies to any 100% SC rating β including scheduler 100% ratings that are not designated P&T, and temporary 100% ratings (such as those given post-surgery during recovery). A veteran at 100% SC during a post-surgical period qualifies for zero property taxes during that time.
The Two-Step NMDVS Certificate Process β Mandatory First Step
This is the most common rejection scenario in New Mexico’s entire veteran benefit system. For big game tags, elk permits, and other higher-cost licenses, resident veterans get 50% off. A $40 deer license becomes $20; a $65 elk license becomes $32.50.
Tier 2: 100% SC β Free Lifetime Hunting and Fishing Card
New Mexico offers a free lifetime fishing, small game hunting, and deer hunting card to eligible disabled Veterans. The deer hunting license will be issued only if the Veteran has applied and was successful in the drawing for deer, or if the Veteran has written permission from a landowner for a private-land deer hunt. The deer hunting license must be applied for each license year, and no preference is given for public-land deer drawings.

What makes this extraordinary:
Oryx (Gemsbok) are African plains antelope β native to the Kalahari Desert β that were introduced to the White Sands region in 1969 for exotic hunting. The population has thrived on White Sands Missile Range and the surrounding Tularosa Basin. They are one of the most trophy-sought big game animals in North America, with large herds roaming terrain that looks like the Serengeti.
Civilian access to White Sands Missile Range is essentially zero β it is an active military testing range, the largest in the US. The oryx hunt for New Mexico resident veterans is a once-in-a-lifetime draw that provides the only civilian access to this population for non-military individuals. The draw is extremely competitive β veterans accumulate preference points over years of applying.
The separate disabled veteran/injured service member draw: Injured active duty service members and Veterans who have a 50% or greater service-connected disability rating from the VA can apply for a special drawing for an Oryx hunt on White Sands Missile Range. 50%+ SC veterans have access to a separate, additional draw specifically for disabled veterans β separate from the general resident veteran draw. Rejection Scenarios Specific to New Mexico
Rejection #1 β Property Tax: Going Directly to County Assessor Without NMDVS Certificate
A veteran with 70% SC goes directly to the Bernalillo County Assessor’s office to apply for the new proportional property tax exemption. The assessor’s office cannot process the exemption without the NMDVS Certificate of Eligibility.
Fix: Bring the documents to your nearest NM Department of Veterans Services office where you can complete the NMDVS application. The NMDVS VSO will verify your information and give you a certificate that you then bring to your county Tax Assessor’s office. NMDVS must be the first stop β not the county assessor. A Purple Heart recipient with 60% SC requests one Purple Heart plate and one Disabled Veteran plate β expecting both free on two vehicles. Only one category qualifies for free; the second plate type is denied.
Fix: Applicants who qualify for more than one category of these free Military Service special plates are entitled by law to receive ONLY ONE category of these plates. Choose one free plate category β either DV plates on both vehicles OR Purple Heart plates on both vehicles. Rejection #3 β DV Plate Application at MVD Field Office
A veteran drives to the Albuquerque MVD field office on Cardenas NE to apply in person for DV plates. The MVD clerk cannot process the application at the office.

A 100% SC veteran with a back injury, PTSD, and tinnitus β none involving limb loss β purchases a $45,000 truck expecting the motor vehicle excise tax exemption and is charged the 4% tax ($1,800).
Fix: New Mexico provides an exemption from the Motor Vehicle Excise Tax for certain New Mexico residents who served and suffered severe service-related loss-of-use injuries. This is not a general 100% benefit.
