NEW 2026 LAW — Full Property Tax Exemption Mandatory Statewide

Governor Hochul has removed the local opt-in option and made the veteran’s exemption law mandatory for all municipalities across New York State. As signed, the law will give 100 percent disabled veterans exemption from property taxes at their primary residence. The law will go into effect on October 1, 2026. Previously: New York had the Alternative Veterans Exemption that gave partial reductions — 15% of assessed value for wartime service, plus additional reductions for disability. The Three-Tier Property Tax System — For All Veterans

New York’s property tax system has three separate exemptions for veterans. You can only choose one, and each covers different veterans.

Alternative Veterans Exemption (Most Common)

Cold War Veterans Exemption

Available to veterans who served during the Cold War period (September 2, 1945 – December 26, 1991).

  • Basic exemption: 10% or 15% of assessed value (as adopted by municipality)
  • Basic exemption limited to 10 years from application
  • Additional disability exemption: one-half of VA disability percentage — no time limit
  • Veterans already using Alternative Veterans Exemption cannot use this one

Eligible Funds Exemption

For veterans who purchased property using pension, bonus, or insurance money. Reduces assessed value by the amount of eligible funds used (up to approximately $5,000). Less commonly used but worth knowing for veterans who used VA bonuses or pension money to buy a home.

The critical school tax limitation: The Alternative Veterans Exemption does not apply to special district charges. NY resident veterans with a 40% or greater disability rating can get low cost hunting and fishing licenses. $5 fishing, hunting or trapping license. If you purchase one license, you get the other two free. For example, if a fishing license is purchased for $5, the hunting and trapping licenses are free. The DAV Plate System — Custom Plates, Annual Fee Applies

Unlike most states where DV plates are completely free, New York’s “Disabled American Veteran” custom plates have an annual custom plate renewal fee in addition to any applicable registration fees.

Important distinction: The DAV plate in New York is a custom/specialty plate — it is not the same as a free DV plate in other states. Rejection Scenarios Specific to New York

Rejection #1 — Applying for Fee-Exempt Registration With Just a 100% SC Rating

The most common New York mistake. A veteran with 100% SC disability goes to the DMV expecting to get free registration like they would in Texas or Georgia. New York’s fee-exempt registration is not based on disability rating percentage — it requires the Title 38 VA automobile grant for an adapted vehicle.

Fix: Check with the VA whether you qualify for the automobile grant (VA Form 21-4502). The grant requires specific mobility disabilities — permanent loss of use of feet, hands, or vision. If you qualify, apply for the grant first, then bring the approved documentation to the NY DMV.

Rejection #2 — Applying for 2026 Full Property Tax Exemption Before October 2026

The new law takes effect October 1, 2026 and applies to the 2027 assessment roll. A veteran who applies with their assessor in spring 2026 for the 2026 tax year will receive the old partial Alternative Veterans Exemption, not the new full exemption.

Fix: Apply for the new full exemption in early 2027 before the March 1 deadline, for inclusion in the 2027 assessment roll. Veterans who already have the partial Alternative Veterans Exemption should contact their local assessor to understand how the transition works — they may not need to reapply if already in the system.

Rejection #3 — Using E-ZPass Tag Without Being Present in Vehicle

A veteran’s spouse uses the E-ZPass Thruway non-revenue tag while traveling alone. Thruway scanners can flag or the veteran can receive a notice because the registered disabled veteran was not present in the vehicle.

Fix: The disabled veteran’s Tag may not be used by any other member of the disabled veteran’s family or by any other individual. New York State Thruway The tag is for the veteran’s use only. For non-Thruway tolls or travel without the veteran, set up a separate standard E-ZPass revenue account.

Rejection #4 — School Tax Not Reduced by Alternative Veterans Exemption

A veteran files for the Alternative Veterans Exemption and expects their entire property tax bill to drop. They see a significant reduction on county/town taxes but the school tax portion — often the largest portion in New York — remains unchanged.

Fix: The Alternative Veterans Exemption typically does not cover school district taxes unless the school district specifically opted in. Check with your local school district to see if they participate. Under the new 2026 full exemption for 100% SC veterans, school taxes ARE covered — another reason the new law is so significant.

Rejection #5 — Hunting License Annual Letter Missing

A veteran applies for the $5 hunting bundle based on annual disability (not permanent). The following year they go to get their license but forgot to bring their current-year VA letter.

Fix: Annual disability applicants must bring a VA letter dated in the current year with their case number and disability percentage to get the $5 licenses each year. If your disability has been declared permanent by the VA, bring a letter stating “permanent” — you will not need annual re-certification. Download a current VA letter from VA.gov each fall before hunting season.
