Tier 1 β Disabled Veteran Plate (Free, No Registration Fee)
A wartime disabled veteran who is entitled to compensation for the loss, or loss of use of one or both legs or arms, or the permanent impairment of vision in both eyes to a degree as to constitute virtual blindness and is entitled to a special monthly statutory award, or any South Carolina veteran classified as totally and permanently disabled due to service-connected disabilities as determined from medical records on file with the Veterans Administration, may apply for registration and license of a private passenger motor vehicle without the usual fee. The Retroactive Refund β Critical 2026 Opportunity
A South Carolina military veteran who is totally and permanently disabled may immediately claim a Property Tax exemption on real estate beginning with the year in which the disability occurs. The exemption is retroactive to 2022 and is based on the date that the veteran acquires the property.
This change only allows qualifying disabled veterans to claim an exemption retroactive to the previous two years, if they have paid their property tax on time within two years of the application. In 2026: Veterans applying in 2026 can claim retroactively to 2024 at the earliest (two years back from 2026). If you became 100% P&T in 2022 or 2023 and have been paying property taxes since then, apply immediately in 2026 to maximize your retroactive refund window.
Example: A veteran rated 100% P&T in 2022 who paid $1,100/year in property taxes from 2022β2025 and applies in 2026 can recover taxes paid in 2024 and 2025 β a $2,200 retroactive refund plus elimination of ongoing taxes.

Two-Vehicle Property Tax Exemption
Two private passenger vehicles owned or leased by the veteran or jointly with their spouse; one vehicle exemption passes on to unremarried surviving spouse if they maintain sole ownership. Army
South Carolina exempts two vehicles from personal property tax for 100% P&T SC veterans. The vehicle must be a private passenger vehicle. Use Form PT-401I, submitted to the SC Department of Revenue. The county auditor then processes the exemption.
The county auditor involvement: Once Form PT-401I has been processed, DOR will mail you a “Property Tax Exemption Approval” letter that can then be forwarded to your county auditor’s office to process an exemption on your account. Annual property tax on a $35,000 vehicle in South Carolina typically runs $250β$600 depending on county millage rates. Two vehicles exempt = $500β$1,200/year saved.
Military Retirement Pay β 100% Exempt Since 2022, No Age Cap
Since the 2022 tax year, all military retirement pay is fully exempt from South Carolina income tax β no age threshold, no income cap, no earned income requirement. SBP payments are also exempt.
South Carolina was one of the last states to fully exempt military retirement pay. Before 2022, there was a phase-in with age thresholds and earned income requirements. H.3247 signed into law in 2022 exempts military retiree pay from taxation. The law is effective beginning tax years after 2021, making military retiree pay 100-percent exempt from state income tax with no earned-income cap.
Annual savings: South Carolina’s income tax top rate is 6.2% in 2026. For a veteran receiving $42,000 in military retirement pay, full exemption saves approximately $2,604/year.
Active duty stationed outside SC: Non-SC resident active duty members who are stationed in South Carolina are not subject to SC income tax on their service pay β only on other SC-earned income.
Free 3-Year Hunting/Fishing β ANY Disability Rating
The South Carolina Department of Natural Resources offers free Disability Combination licenses and Disability Fishing licenses to disabled veterans. These licenses are good for three years. Resident veterans who have a disability rating from the VA and are eligible for compensation may apply.
What “eligible for compensation” means: Any veteran receiving VA disability compensation β 10%, 30%, 70%, 100% β qualifies. Unlike most states that set a threshold of 50β100%, South Carolina’s hunting/fishing benefit starts at ANY rated disability where compensation is received.

Half-Price State Park All Park Passport β 100% Disabled
The South Carolina All Park Passport is available for purchase at half price for 100% disabled residents. The All Park Passport is $49.50 and provides unlimited entry to all South Carolina state parks for everyone in the pass holder’s vehicle. The pass is valid for one year from the date of purchase and can be transferred from one vehicle to another.
At half price: $24.75 for the annual pass (standard: $49.50).
The whole-vehicle benefit: The All Park Passport covers everyone in the vehicle β not just the veteran. A family of four all enter free with the $24.75 pass.
Added historic site benefits: The All Park Passport also comes with free admission to regularly scheduled historic home tours at Redcliffe, Rose Hill, and Hampton plantations (maximum four people), free admission to the historic lighthouse at Hunting Island State Park, and free admission to the historic Atalaya Castle at Huntington Beach State Park.

Pending Legislation 2026 β HB 4700
A bill introduced in the South Carolina House in January 2026 (HB 4700) would create a proportional exemption for veterans rated below 100% β a veteran rated 70% would receive a 70% exemption on property taxes. As of this writing it remains in committee. Usmilitary
If passed, HB 4700 would extend property tax relief to veterans rated below 100% P&T β similar to Louisiana’s tiered system. A 70% SC veteran with a $250,000 home in Richland County would save approximately $770/year (70% of ~$1,100 annual tax). South Carolina offers free undergraduate tuition at state-supported institutions for children of veterans who are permanently and totally disabled, deceased due to service, or listed as POW/MIA. Hill & Ponton
Who qualifies (children): Children up to age 26 of wartime veterans who were killed in action, died from service-connected causes, are permanently and totally disabled, are POW/MIA, or are Medal of Honor or Purple Heart recipients.

Rejection Scenarios Specific to South Carolina
Rejection #1 β Going to a Branch Office for Military Plates
A veteran drives to their local SCDMV branch expecting to get DV plates processed. The branch staff hands them Form MV-37 and tells them to mail it.
Fix: Applications for military plates will only be processed by mail at SCDMV Headquarters in Blythewood. Sc There is no in-person option. Mail to: SCDMV Specialty Plates, 10311 Wilson Blvd., Building C, Blythewood, SC 29016-0038. Allow 4β6 weeks for processing.
Rejection #2 β DV Plate Without “V” Tag Gets No Metered Parking
A veteran with an older DV plate (issued before May 6, 2022) parks at a downtown Charleston meter without paying, relying on their DV plates. They receive a ticket because their plate predates the 2022 parking privilege law.
Fix: These benefits do not apply to military license plates issued before May 6, 2022. The design printed in the top right section of the license plate will indicate that the plate is eligible for free metered parking in SC. VA Disability Group If your plate was issued before May 2022, apply for updated plates by mail. Your old plates remain valid but may not carry the parking privilege.
Rejection #3 β Vehicle Property Tax Exemption β Missing County Auditor Step
A veteran files PT-401I with the SC Department of Revenue, receives the approval letter, and considers the exemption complete. They receive a vehicle property tax bill anyway because they never forwarded the approval letter to the county auditor.
Fix: Once PT-401I has been processed, DOR will mail you a Property Tax Exemption Approval letter that must then be forwarded to your county auditor’s office to process an exemption on your account. Zendesk DOR approval is step one. Forwarding the approval letter to your county auditor is step two. Both are required. County auditor contact info is at scdmv.net or your county government website.
Rejection #4 β Retroactive Refund Window Missed
A veteran reaches 100% P&T status in 2022 and doesn’t learn about the property tax exemption until 2026. They apply in November 2026. The application is approved but retroactive refund is only available back to 2024 (two years back from 2026), not 2022.
Fix: The retroactive window is exactly two prior years from the date of application. To maximize recovery, apply as early in 2026 as possible. If you apply in January 2026, you can claim back to January 2024. If you wait until December 2026, you still only go back to December 2024. Every month you delay narrows the retroactive window. Apply immediately through MyDORWAY at dor.sc.gov.
Rejection #5 β Wheelchair Plates Without Form RG-007A
A veteran submits Form MV-37 requesting “Disabled Veteran (Wheelchair)” plates but doesn’t include Form RG-007A with physician certification. The SCDMV processes only the standard DV plate without the wheelchair symbol.
Fix: For all military license plates labeled “Wheelchair,” you must include the Application for Placard and/or License Plate for People who have a Disability (Form RG-007A). Having a license plate that shows you’re a disabled veteran is not the same as having a license plate with a wheelchair that allows for parking privileges in parking spaces with handicap symbols. Rejection #6 β Combat-Related DV Plate Not Free
A veteran with 40% SC from a combat-related injury applies expecting free plates like their friend in Texas got. Their Combat-Related DV plate application is approved, but they receive a registration fee bill.
Fix: The Combat-Related DV plate in South Carolina pays the standard registration fee β it is NOT free. Only the “Disabled Veteran” plate (100% P&T) is issued without registration fees. The Combat-Related plate recognizes combat service but does not waive registration fees. The benefit it provides is free metered parking, not free registration.

Q1: I have 100% SC disability from PTSD only β no combat service. Do I qualify for free DV plates in South Carolina?
Yes β PTSD is a service-connected disability and qualifies for the standard “Disabled Veteran” plate if rated 100% permanent and total by the VA, regardless of whether it was combat-caused. The SCDMV requires documentation of 100% P&T from VA records. The “Combat-Related Disabled Veteran” plate is the one specifically requiring a combat-related disability certificate. The standard DV plate applies to any 100% P&T SC condition including PTSD, TBI, and other non-combat conditions.
Q2: Why can’t I just walk into the SCDMV to get my military plates?
Since April 18, 2022, all military plate applications are only processed by mail at SCDMV Headquarters in Blythewood. Sc The state centralized the process to ensure document verification. Branch offices have no capability to process military plates β they will give you Form MV-37 and send you home. Mail your complete packet to the Blythewood address and allow 4β6 weeks.
Q3: I paid property taxes from 2022 through 2025 without claiming my exemption. How much can I get back?
You can recover the two years immediately preceding your 2026 application β taxes paid in 2024 and 2025. If your county’s annual property tax is $1,500/year, that’s a $3,000 retroactive refund. Apply through MyDORWAY immediately at dor.sc.gov to start the process. The retroactive window is exactly two years from your application date, so applying in early 2026 maximizes your recovery. Note: retroactive refunds only apply if you paid taxes on time during those years.
Q4: Do both of my vehicles get free property tax, or just the one with DV plates?
Both vehicles qualify for property tax exemption β the DV plate is not required on both. Two private passenger vehicles owned or leased by any disabled veteran, or the spouse of the disabled veteran if the spouse resides with the veteran and the vehicle is registered at that same address. South Carolina Legislature File Form PT-401I with the SC Department of Revenue for both vehicles, then forward the approval letter to your county auditor’s office for each vehicle. The DV plate on one vehicle and standard plates on the other still allows both to be exempt from property tax.
Q5: The DV plate says “Disabled Veteran” but doesn’t show a wheelchair. Can I still park in ISA spaces?
No. Having a license plate that shows you’re a disabled veteran is not the same as having a license plate with a wheelchair that allows for parking privileges in parking spaces with handicap symbols. Sc The standard DV plate gives free metered parking throughout South Carolina but NOT ISA handicapped space access. To park in handicap spaces, you need the “Disabled Veteran (Wheelchair)” plate, which requires submitting Form RG-007A with physician certification of qualifying mobility disability along with your MV-37 application.
Q6: I have a Purple Heart but my disability rating is 30%. What plates do I qualify for?
Purple Heart recipients qualify for three free Purple Heart plates regardless of disability rating. These plates include free metered parking statewide. For vehicle and real estate property tax exemptions, you need 100% P&T SC disability β your 30% rating does not qualify for those benefits.
