Special military and Veteran vehicle license plates are provided free to the following Veterans: Recipient of a Specially Adapted Vehicle Grant from the VA; 100% total and permanent service-connected disabled Veteran.

This is the most significant new West Virginia veteran benefit in recent years — and because it launched in 2024, most guides either miss it entirely or describe it incorrectly.
In 2023, the West Virginia Legislature passed the Disabled Veteran Real Property Tax Credit. Taxpayers are eligible to claim this credit beginning January 1, 2024; however, the first opportunity to use the credit is on the 2024 WV income tax return filed in 2025. This tax credit can be claimed by honorably discharged Disabled Veteran homeowners from any branch of the U.S. Armed Services who have a 90-100% Combined Disability Rating from the federal Department of Veterans Affairs. Real property taxes need to be paid on time, with the first half of the assessment paid before October 1 and the second half before April 1. If a veteran owns several properties within West Virginia, the credit is only applied to the property where they primarily live.
How the credit works mechanically:
This is a refundable income tax credit — not a direct property tax exemption. The veteran pays their full county property tax bill on time (first half by October 1, second half by April 1). Then, when filing their West Virginia state income tax return, they claim a credit equal to the property taxes paid on their primary residence. Because it is refundable, even a veteran with zero WV income tax liability receives the full credit as a cash refund.

Military Retirement Tax — Fully Exempt Since 2018 Plus 2026 Social Security Exemption
For taxable years beginning after December 31, 2017, military retirement income, including retirement income from the regular Armed Forces, Reserves and National Guard paid by the United States or the State of West Virginia are exempt from state income tax. This includes any survivorship annuities, to the extent that they are included in federal adjusted gross income for the taxable year.
Military retirement pay has been fully exempt from West Virginia state income tax since January 1, 2018. West Virginia’s top income tax rate is 5.12% (2026 — reduced from prior years as part of ongoing tax reduction legislation). For a veteran with $42,000 military retirement: $42,000 × 5.12% = $2,150/year saved.
SBP, RCSBP, RSFPP annuities: Fully exempt — included in the survivorship annuity exemption.
Social Security — now 100% exempt in 2026:
Starting in tax year 2024, a taxpayer with a federal adjusted gross income of more than $50,000 for single filers, or more than $100,000 if a joint filer will be able to take a subtraction of 35% of their Social Security income. This will increase to 65% for tax year 2025, then 100% in tax year 2026. Taxpayers under the income thresholds may subtract all their Social Security income.
The phase-in schedule:

Free Hunting, Fishing AND Trapping — Three Separate Qualifying Groups
West Virginia’s hunting/fishing benefit includes a provision that exists in very few other states and covers trapping — a significant benefit in Appalachian West Virginia where trapping is a meaningful outdoor tradition.
Resident veterans who qualify for federal VA auto grant benefits, have a 100 percent permanent and total disability rating with the federal VA, or who have been a POW may qualify for free West Virginia hunting, trapping, and fishing licenses. Active Duty on Leave — No License Required (Unique Provision)
Service members on active duty in the United States Armed Forces, while on leave or furlough, are permitted to hunt, fish, and trap without a license.
This is one of the broadest active duty hunting/fishing provisions in the Eastern United States. When a West Virginia service member comes home on leave or furlough — even briefly — they can hunt, fish, AND trap in West Virginia with absolutely no license required. This applies regardless of their normal state of legal residence.
What “on leave or furlough” means: Standard military leave (PCS leave, block leave, R&R, ordinary leave) qualifies. The service member must carry their military ID and leave paperwork while hunting/fishing.
Neighboring states (Virginia, Kentucky, Ohio, Pennsylvania, Maryland) do not have this same broad “no license on leave” provision. West Virginia’s provision reflects the state’s deep respect for its veteran community and hunting culture.
State Parks — 10% Off Everything + 15% Golf Discount
Veterans and active-duty members get a 10% discount on all standard lodge rooms, cabins and campsites operated by West Virginia State Parks. You do not have to be a WV resident to qualify. Veterans and active-duty military personnel receive 15% off greens fees at Pipestem, Twin Falls and Cacapon Resort State Parks year-round. The Kosovo/Iraq/Afghanistan Conflict Bonus — Almost No Veterans Have Claimed This
Veterans who served in the Kosovo, Iraq, or Afghanistan conflicts may qualify for a bonus of up to $600. The bonus awards $400 for those who served during a conflict outside of the combat zone and $600 for those who served in the combat zone. Government of Indiana
This is one of the most underused veteran benefits in West Virginia — a cash bonus for service in specific conflicts, paid as a one-time state payment.

The Purple Heart Tuition Waiver — Named for a West Virginia Hero
West Virginia Medal of Honor and Andrew J. Trail Purple Heart Tuition Waiver: All state-supported institutions of higher education will waive tuition and mandatory fees for Veterans who have been awarded the Medal of Honor or the Purple Heart. Eligible Veterans can receive a waiver for up to eight semesters.
The West Virginia Purple Heart tuition waiver is officially named the “Andrew J. Trail Purple Heart Tuition Waiver” — honoring Andrew J. Trail, a West Virginia Marine who was killed in Iraq while serving with 3rd Battalion, 25th Marines in 2005. West Virginia National Guard Tuition — Education Encouragement Program
The West Virginia National Guard will pay up to 100 percent of in-state tuition and fees for colleges and universities in the state for members! The program falls under the West Virginia National Guard Education Encouragement Program. The current cap is set at $7,000 per year. To apply, you must complete the application online by 1 May for the fall term.
May 1 deadline for fall semester — Guard members who miss this deadline must wait for spring. The program covers up to 100% of in-state tuition and fees at WV institutions, capped at $7,000/year.

Rejection Scenarios Specific to West Virginia
Rejection #1 — DV Plate: Went to DMV Without WVDVA Pre-Certification

Fix: Real property taxes need to be paid on time, with the first half of the assessment paid before October 1 and the second half before April 1. The 2024 Disabled Veteran Real Property Tax Credit specifically requires timely payment. First half must be paid BEFORE October 1 (not on or by October 1 in some interpretations — pay in September to be safe). Second half must be paid before April 1. Set two calendar reminders — September 15 and March 15 — to ensure timely payment before claiming the credit.
Rejection #3 — Property Tax Credit: Applied at 85% SC Rating
A veteran with 85% combined SC rating applies for the new property tax credit and is denied.
Fix: This tax credit can be claimed by honorably discharged Disabled Veteran homeowners from any branch of the U.S. Armed Services who have a 90-100% Combined Disability Rating from the federal Department of Veterans Affairs. The threshold is 90% — an 85% combined rating does not qualify. Veterans near the 90% threshold should review their VA rating for potential increases — adding a single service-connected condition or winning an appeal on an existing rating could push a veteran from 85% to 90%. Rejection #4 — Kosovo/Iraq/Afghanistan Bonus: Never Applied

A West Virginia National Guard soldier comes home on a 5-day leave pass and goes deer hunting without a license, not knowing about the active duty on-leave provision. A conservation officer stops them.

Rejection #6 — Purple Heart Tuition Waiver: Wrong Institution (Private School)
A Purple Heart recipient enrolls at Davis & Elkins College (a private institution) expecting the tuition waiver. The waiver is denied — D&E is private.
