Louisiana is home to approximately 290,000 veterans, with major military installations including Fort Johnson (formerly Fort Polk — home of the Joint Readiness Training Center), Barksdale Air Force Base in Bossier City, Naval Air Station Joint Reserve Base New Orleans, and Camp Beauregard near Pineville. Louisiana’s veteran benefit system has several genuinely unique features: a tiered property tax exemption system starting at 50% SC — enacted by constitutional amendment in 2022 — with full exemption at 100% SC/IU; free cruise terminal parking at the Port of New Orleans for 7 days for 50%+ SC veterans — completely unique in any state; free hunting AND fishing licenses at 50%+ covering big game; a 25% auto insurance discount for 50%+ veterans; everyone in the veteran’s vehicle gets free state park entry — not just the veteran; a Special Assessment Level that freezes property assessed value; and a $90 flat vehicle use tax instead of standard rates for veterans and military retirees relocating to Louisiana.
This guide covers every benefit, every form, and every rejection scenario Louisiana veterans face.

Key Insight: Louisiana stands out for its low 50% eligibility threshold combined with no renewal fees, free outdoor access, and strong tax exemptions. The combination of property tax relief, insurance discounts, and relocation benefits makes it one of the most flexible states for mid- to high-rated disabled veterans.

Louisiana’s Three-Tier DV Plate System — 50% Starts Benefits
Louisiana’s DV plate threshold is 50% SC — lower than most southern states and providing a meaningful benefit to veterans who most other states exclude.
Disabled resident veterans who have a service-connected disability rating of 50% or more from the VA are eligible for a free disabled veteran license plate.
The free plate specifics:
- One free set of DV plates
- $8 handling fee on new orders (not on renewals)
- Plates are not subject to renewal requirements — permanent
A veteran rated 100% can qualify for the 100% DAV plate. Air Force Benefits The 100% DAV plate is a separate, distinct plate design showing the 100% disabled status.
The permanent handicap placard with DV plates: Veterans who qualify for the DV plate may also request a free permanent handicap placard, entitling them to park in spaces designated for those with disabilities. YourMechanic The placard is free, separate from the plate, and permanent — no physician recertification required.
Free CDL and Driver’s License: Disabled veterans are also eligible for exemption from driver license fees, including Classes D and E, as well as CDL. To qualify, veterans must have an honorable discharge and receive compensation from the U.S. government for a service-connected disability of at least 50%.
This is significant — 50%+ SC veterans in Louisiana never pay for driver’s license renewals or CDL licensing fees. Over a lifetime of driving, this compounds meaningfully.
VETERAN and 100% DAV on driver’s license: Louisiana offers a standard “VETERAN” designation for any honorably discharged veteran on their driver’s license. Veterans rated 100% SC can also request a “100% DAV” indicator on their license — useful for proving eligibility for state benefits without carrying additional paperwork.
The Three-Tier Property Tax Exemption — 2022 Constitutional Amendment
Louisiana voters passed a constitutional amendment in 2022 expanding veteran property tax benefits. The new system creates three tiers based on disability rating, operating on top of Louisiana’s existing homestead exemption.
Understanding Louisiana’s property tax structure: Louisiana assesses property at 10% of fair market value. So a $300,000 home has an assessed value of $30,000. The standard homestead exemption covers the first $7,500 of assessed value ($75,000 of market value). Veteran exemptions are applied on top of this.
Tier 1 — 50–69% SC: Additional $2,500 Assessed Value Exempt
Veterans with a VA service-connected disability rating between 50–69% shall receive exemption from property taxes on the next $2,500 of assessed valuation, or $25,000 of fair market value. Wbrassessor
Total exempt: $7,500 (homestead) + $2,500 (veteran) = $10,000 of assessed value ($100,000 of market value)
Annual savings example (East Baton Rouge Parish, ~0.6% effective rate on assessed value): $2,500 × 6 mills = approximately $150–$250/year depending on parish tax rates.
Tier 2 — 70–99% SC: Additional $4,500 Assessed Value Exempt
Veterans with a VA service-connected disability rating between 70–99% shall receive exemption from property taxes on the next $4,500 of assessed valuation, or $45,000 of fair market value.
Total exempt: $7,500 + $4,500 = $12,000 of assessed value ($120,000 of market value)
Annual savings: $4,500 × parish millage rate. In Jefferson Parish (~9 mills): approximately $400–$600/year.
Tier 3 — 100% SC or IU: Full Ad Valorem Tax Exemption
Service-connected disability rating of 100%, individual unemployability, or totally disabled is exempt from all ad valorem taxes.
What this means: The entire property tax bill — county, school board, special districts — is eliminated. “Except for certain municipal tax assessments” — some city/municipality taxes in Louisiana may still apply, but parish and school taxes are fully exempt.
Annual Savings by Parish (100% SC Veteran)
Estimated yearly property tax savings for a $250,000 home (assessed at $25,000) across major Louisiana parishes.
| Parish | Millage Rate | Annual Tax Before Exemption | Annual Savings |
|---|---|---|---|
| Orleans Parish (New Orleans) | ~160 mills | ~$2,800 | ~$2,800/year |
| Jefferson Parish | ~95 mills | ~$1,660 | ~$1,660/year |
| East Baton Rouge Parish | ~130 mills | ~$2,275 | ~$2,275/year |
| Caddo Parish (Shreveport / Barksdale) | ~115 mills | ~$2,013 | ~$2,013/year |
| Vernon Parish (Fort Johnson) | ~105 mills | ~$1,838 | ~$1,838/year |
| St. Tammany Parish (Northshore) | ~105 mills | ~$1,838 | ~$1,838/year |
How to Apply: Submit Louisiana Department of Veterans Affairs Form A25
through your local Parish Veterans Service Office, then file with your parish tax assessor.
Surviving Spouse Protection: The full exemption continues for the
unremarried surviving spouse who owns and occupies the home — even if the veteran
never claimed the exemption before death.
The Special Assessment Level — Frozen Assessed Value
Louisiana’s Special Assessment Level is a separate benefit that freezes your property’s assessed value — preventing property tax increases even as home values rise.
The Louisiana Special Assessment Level allows someone who meets eligibility requirements to have the assessed value of their property frozen. This does not freeze the amount of their tax bill but only the assessed value of the property will be frozen. The amount of taxes due could change because of an increase in the tax rate or if the size of the living area is increased. Veterans Guardian
Who qualifies: Veterans with any service-connected disability rating (50%+), income-tested. Any person or persons shall be prohibited from receiving the special assessment level if their adjusted gross income, as reported on their federal income tax return for the year prior to the application, exceeds $102,700 for 2026 applications.
Why this matters in Louisiana’s rising real estate market: New Orleans, Metairie, Baton Rouge, and the Northshore have seen home values rise 30–50% since 2020. Without the Special Assessment Level, property taxes rise with market value. With it, a veteran whose home was assessed at $150,000 in 2020 continues paying taxes on that $150,000 assessment even if the home is now worth $220,000 — a massive protection.
The Port of New Orleans Free Cruise Terminal Parking — Unique in America
This benefit exists nowhere else in the United States.
Veterans who have been granted a service-connected rating of at least 50% are eligible for free cruise terminal parking at the Port of New Orleans for seven days. Veterans will need a form certified by one of our VACs, as well as a military honor license plate.
What this means: The Port of New Orleans is one of the top 10 cruise departure ports in the United States. Standard parking at the Julia Street or Erato Street terminals runs $10–$25 per day for covered/uncovered parking. A 7-day cruise = $70–$175 in parking fees eliminated.
Requirements: Valid military honor license plate on the vehicle + Form A25 or equivalent form certified by a Louisiana Veterans Assistance Counselor (VAC). Contact your nearest LDVA Parish Veterans Service Office to get the certified form.
Free Hunting and Fishing — 50%+ SC, Big Game Included
Any veteran with a disability rating of 50% or more may receive a free basic recreational fishing license, saltwater license, basic hunting license, or big-game license with submission of a form signed by a parish veterans service officer.
What’s covered at 50%+ SC:
- Basic recreational fishing license
- Saltwater fishing license (Chesapeake equivalent: the Gulf Coast inshore/offshore saltwater license)
- Basic hunting license
- Big game license — deer, bear, turkey included
The big game inclusion is notable. Most states that offer free hunting at 50% SC stop at small game. Louisiana includes big game at the same threshold — one of the most comprehensive hunting packages at 50% in the South.
Purple Heart recipients regardless of residency: Whether a Louisiana resident or nonresident, any veteran who has been awarded a Purple Heart is eligible for hunting and fishing licenses at resident prices. VA Claims Insider
How to apply: Submit form signed by your Louisiana LDVA Parish Veterans Service Officer. Find your nearest parish office at vetaffairs.la.gov. Mail to: Louisiana Department of Wildlife and Fisheries, Attn: Sport License, P.O. Box 98000, Baton Rouge, LA 70898.
Free State Parks — Entire Vehicle Benefits
Disabled veterans, as well as everyone in the same vehicle as them, are exempt from paying the day-use entrance fee to any Louisiana state park. VA Disability Group
The whole-vehicle benefit is rare. Most states (Maryland, Colorado, Washington) only waive the fee for the veteran — passengers still pay. Louisiana waives the day-use fee for the veteran AND all passengers in the same vehicle. A family of four saves the full vehicle entry fee.
Standard Louisiana state park day-use entry: $3–$6 per vehicle. With a family of 4 visiting state parks 20 times per year, the savings are $60–$120/year.
Military lodging discount: Active duty and retired military, National Guard, and reservists receive 15% off all rentable facilities, good any day of the week.
Louisiana has 22 state parks with facilities ranging from cabins on Caddo Lake to beachfront camping at Grand Isle — all with these veteran/military discounts.
25% Auto Insurance Discount — Louisiana’s Unique Insurance Benefit
Retired military members and veterans with a disability of 50% or more may be eligible for a 25% discount on their auto insurance at the discretion of the insurance carrier. The discount of the premium is applicable on any automobile liability insurance policy purchased in Louisiana to cover motor vehicles owned by the military personnel.
This is a state law — Louisiana requires insurers to offer this discount to eligible veterans, though “at the discretion of the insurance carrier” means it must be requested and is not automatically applied.
Annual value: Louisiana has some of the highest auto insurance rates in the country (averaging $2,100–$2,800/year). A 25% discount on liability coverage saves approximately $250–$700/year depending on your policy.
How to claim: Tell your insurer you are a 50%+ SC disabled veteran or military retiree. Provide your VA disability letter or military retiree ID. If your current insurer does not offer the discount, Louisiana state law requires them to — follow up or switch carriers.
$90 Flat Vehicle Use Tax — Relocating Veterans
This is one of Louisiana’s least-known but highly valuable DMV benefits for veterans moving to the state.
State and local use taxes on motor vehicles brought into Louisiana from another state by a new resident, including veterans and military retirees, will only pay $90 for the vehicle use tax. To qualify, the vehicle must be the veteran or military retiree’s primary personal vehicle, have been previously registered or leased in another state, and must be registered within 90 days of moving to Louisiana.
The standard use tax: Louisiana’s standard vehicle use tax when titling an out-of-state vehicle runs approximately 4–9% of the vehicle’s value. On a $45,000 truck, this would normally be $1,800–$4,050. The veteran pays $90 instead.
Annual savings for a relocating veteran: $1,710–$3,960 one-time savings at the time of registration. This benefit applies to any veteran or military retiree relocating to Louisiana — not limited to disabled veterans.
Time limit: Register within 90 days of moving to Louisiana to qualify.
Military Retirement Pay — Fully Exempt
Louisiana State Taxes on Military Retired Pay: Military retired pay is excluded from Louisiana state income tax. Veterans Guardian
Louisiana’s individual income tax rate ranges from 1.85%–4.25% in 2026. For a veteran receiving $42,000 in military retirement, full exemption saves approximately $1,575–$1,785/year compared to paying full Louisiana income tax on that amount.
Active duty stationed outside Louisiana 120+ days: Louisiana resident service members serving on active duty who were stationed out-of-state for 120 or more consecutive days are eligible for a state tax exemption of up to $50,000 of their military income.
Title 29 Tuition Exemption — Children and Spouses
Louisiana’s Title 29 education benefit provides in-state tuition exemption at Louisiana public colleges for qualifying dependents of disabled veterans.
Who qualifies:
- Children of living veterans with qualifying SC disability: Children eligible for 4 years (must complete within 5 years or by age 25)
- Spouses of POW/MIA veterans: Eligible until veteran returns or death is confirmed
- Surviving spouses of veterans killed in action or who died from SC disability: No age limit
Residency requirement: The veteran must have been a Louisiana resident for at least 24 months before the child or spouse enters the program.
Apply through: LDVA Parish Veterans Service Office — they issue a Fee Exemption Certificate that must be submitted to the university.
Rejection Scenarios Specific to Louisiana
Rejection #1 — Form A25 Not Certified by Parish Office
A veteran with 75% SC goes to the parish tax assessor to apply for the property tax exemption, bringing their VA letter and DD-214. The assessor requires Form A25 certified by the LDVA Parish Veterans Service Office — which the veteran did not obtain first.
Fix: Get Form A25 from your nearest LDVA Parish Veterans Service Office before going to the assessor. The Parish Veterans Service Office certifies your eligibility and signs the form at no cost. Find your office at vetaffairs.la.gov. Then take the certified Form A25 to the parish tax assessor.
Rejection #2 — Port of New Orleans Parking Without Military Honor Plate
A 60% SC veteran drives to the cruise terminal with standard license plates, expecting free parking after showing their VA letter. They are charged standard parking rates.
Fix: Veterans will need a form certified by one of our VACs, as well as a military honor license plate. Both requirements must be met — the certified VAC form alone is not sufficient. Get your DV plates from the OMV and ensure the military honor plate is on the vehicle before driving to the terminal.
Rejection #3 — Auto Insurance Discount Not Automatically Applied
A 70% SC veteran renews their Louisiana auto insurance and sees no discount on the renewal bill. The insurer never applied it.
Fix: Louisiana’s 25% discount must be explicitly requested. Call your insurer and state that you are a 50%+ SC disabled veteran or military retiree and request the state-mandated auto insurance discount. Provide your VA letter. If they claim no such discount exists, reference Louisiana law. If they still refuse, file a complaint with the Louisiana Department of Insurance at 800-259-5300.
Rejection #4 — $90 Vehicle Tax — After 90-Day Window
A veteran relocates to Louisiana from Texas in January 2026 and waits until May to register their truck — 120 days after moving. They miss the 90-day window and pay the standard use tax.
Fix: Register your vehicle within 90 days of moving to Louisiana. For a veteran in the middle of a PCS or relocation, this deadline can pass quickly. The moment you establish Louisiana residency, start the registration process. The savings on a $50,000 truck — up to $4,000+ — make the 90-day deadline worth tracking carefully.
Rejection #5 — Hunting Big Game Without Form From Parish Officer
A 55% SC veteran stops at a sporting goods store to buy their hunting licenses, expecting free big game license based on disability. The store cannot issue the free license without the form signed by the LDVA Parish Veterans Service Officer.
Fix: Free hunting and fishing licenses in Louisiana require a form signed by your LDVA Parish Veterans Service Officer — they cannot be obtained directly at a store or online without this form. Visit your nearest parish office first, get the signed form, then take it to the Louisiana Department of Wildlife and Fisheries or mail it to the address provided.
